Wrong balance deduction

The xplore pack from handygo got self activated (Nither I got any message asking for my approval to subscribe for this service, nor I send any message / instruction to subscribe for this service) and Rs 30/- was deducted from my account on 14th feb i have complained through the customer care number 1503 & got my complaint registered (complaint number - B14UT1811357) on same day, i got an assurance that my money would be refunded within 15 days but its around one month and its not done yet, even today in evening i got a message for an auto renewal of this service (which i have not subscribed for)... poor services & customer care by BSNL. my mobile number is 7579138836.
