Online recharge unsuccessful but amount debited from bank account not credited back

Hi,

Have recharged my prepaid 3G data card online (http://bsnl.co.in/) for Rs.101/- on 7-Apr-12. Though the transaction was successful, the prepaid account was not recharged successfully and also the amount was not credited back. I was getting following SMS after sometime on the same day.

" Sales Transaction for Mobile Number 919445583145 could not be processed. Please contact Customer Care for further assistance in the matter. Ref No.66666476652 "

Also I couldn't call their customer care (toll-free) due to insufficient balance in this account.

Requesting to track this complaint and refund the money as soon as possible.
