Delaying in broadband conection

Sir my telephone number is 02932-223221. this connection is on the name of father. i have applied for bsnl broadband on 28 April. n got a secondhand modem on 12 may. but still my net coneection is not activated. i suffered alot from this delay and unsatisfactory answer by bsnl authorities of pali.. so please take some action in this matter
