Unable to receive gprs setting

I bought bsnl sim last month mobile no. 9407949400. i need gprs setting for the same i called customer care several times but they are unable to send me the gprs setting. when i call customer care it takes 18-20 min to connect to the executives after that again he redirect me to another executives but no one resolves my problem. I simply wants the gprs setting for my nokia 5800 xpress music. till now i have not received any setting yet. when i entered in bsnl site for sending the settings following message display regardin my phone no

Your SIM card is not activated. Initialization failed. MSISDN: 919407949400, reason: Exception: Could not fetch services!

i called customer care again but no hope, through same cell i am using tatadocomo internet and airtel internet but i am uanble to get bsnl internet setting
