Sim card not activated

I took a postpaid connection from Airtel. 5 months have passed and till now they have not activated the no given to me. I'm calling customer care services and they are telling that may be your sim not activated or active one more time or sumbmite documents . iam alrady sumitted 7 times all documets and iam reactive 4 times. when i gone to airtel outlet bthat pepole told yuor sim will be active within 24hrs now its active. Do not know when will it be activated! Their service is pathetic! please do need fully...
