Non provision of CLIP landline phone

I have a land line telephone connection from MTNL delhi at my official residence 31/399, Arjan Vihar, Delhi cantt and the number is 25696283. Since the installation of connection i have not been provided with a CLIP phone set despite my requests, stating that the sets are not available and shall be provided when available. since last almost one year no CLIP phone instrument has been provided, against all norms of services. please intervene to sort matters out.
