I have recharge (Aircel) an amount of 200/- through online (www.rechargeitnow.com). The transaction is successful but I didn't get the balance on my mobile or any message from the service provider. Aircel customer care said that the top-up plan is not valid for Orissa. So I want to know who is responsible for this and if there is any way to get my money back.
