Phone call disturbance

My wife receiving calls from an unknown number. I have warned him saying that, I will compliant to the police, Still he keeps calling at night. She is getting calls from 8907828387 (AIRCEL). and 9048070638 (VODAFONE). How can I proceed to this unknown person.
