Change of existing plan to new plan

I had requested to change my existing bill plan to IB 33 CUG 538 on 5-Aug. After several followups and escalation mails for more than a month the bill did not changed. on 7 -Sep when i called them om given escalation number the response i got is it will take time there is a process. Will it take a month to change a plan from one plan to other? the same plan changed with in 2 days for all my colleagues at office.

When i called them on the number they did not respond to me properly and when i asked them for the next escalation level they gave false information. first when i called they said sajid is their manager and hung up the phone on my face. the second time i called another person said there is no further escalation point all you need to do is go to consumer forum. and today again they called and said your bill plan changed and this is confirmation call, while i am talking to them i asked who is your next escalation point then she said Ravi. 3 times 3 different answer.

The real story is here though they changed the plan today but i have raised the request on a month back. i been charged according to the old plan. who will pay the excess amount? the answer i got is no fee wavier. for their negligance why i should pay?

More over i been treated and insulted by hung up the phone several times. I would like to bring this to consumer forum. I do have all the document proofs to support my claim. Please help me in this regard.
