Submission to safe custody was invain

I am using Airtel Broadband connection at my home. Last month I went to Airtel showroom to submit my connection to "Safe Custody" - means they take Rs300 as monthly charge and the connection will be kept on hold. After being told that I had to clear the outstanding unbilled amount to submit to safe custody, i made the payments and then submitted to safe custody.

After a month, now I called them to reactivate. But i was shocked that It didnt went to safe custody because there is some bill amount pending. Doesnt make sense to me.

"Rule is AIRTEL wont take a connection to safe custody if there is any bill amount pending".

1) If bill amount is pending, how did they take money from me for safe custody. 2) Why the guys didnt tell me the full amount that I should pay before submitting to safe custody
