Shifting connections

I had shifted my house and requested for shifting my connection to new address, their executive called up and confirm me that shifting is not possible, please apply for cancellation of connection, after regular follow-up form customer care they updated me that they are going to refund my amount and someone from accounts team will call me and more than 20 calls i had made to customer care and every time i am getting same revert that they will call me within 24 hrs. But till today there is no solution and neither i am getting any revert from them about my advance which they had taken for rental of 6 month
