Cannot send SMS and connect to internet

I had received a request to submit documents on 6th Oct 2010, I had submitted the documents on 8th Oct 2010, however since then my outgoing SMS is barred and I also cannot connect to the internet I have made numerous calls to 198, 12118, 121, 98920 98920 but to no avail The centers keep on giving me settings for my SMS and same for my internet but none of them work, my number is 98921 599 69 and the handset is Samsung GT -i8000 a windows mobile
