Account Closure and unreasonable billing

I was using airtel landline number, internet connection and IPTV (Rs999 plan) before march in sector 15 noida. Phone number 0120-4281878. In march end I made a request to shift my connection to a new address in sec-71 noida. I was informed that since airtel has no network in sector 71 noida so I can shift the number so I made a request for account closure. I was informed that I will receive a call for account settlement. But I didn't receive any call. I made atleast 3 followup on customer care number in April first week and each time I was informed that I will receive a call from them soon, which I never got. Then I received my bill for month of march and april (23 march to 22nd april) which was around Rs. 600 which was less than the regular bill (999 taxes phone bill). I thoght that my account is closed and I have receive a bill on prorata basis for 23 march to 30 march. And I maid the payment.

In july I started getting call from airtel that I have a overdue of more than Rs. 2000. Several times I have explained the situation to people from airtel who make call to me. But I am still getting call and threat that I have to pay my bill or face the consequnce.

Since it was airtel's inability to provide me connection on new address, they should refund me IPTV installation charges (Rs 3499 taxes). But I have not rceived any refund.

Should I complain against airtel in consumer forum or some other authorities. Please advice.
