Number Portability Application rejection

I have requested for number portability to switchover from Airtel to IDEA. I have paid my Airtel bill dated 20th JAN on 30th JAN & requested for portability on 4th FEB. But Airtel have rejected the number portability application saying that my .59 paise amount is due in last month bill payment. I have paid my bill through debit card, & the amount was told & swipe by the airtel executive from my debit card. How airtel can reject my application saying your .59 paise is due & I need to pay this month (FEB) bill only then I can go for number portability. Is the Airtel doing right thing? As its their mistake that they wont taken the full amount at the time of payment. (Amount paid Rs.1386 - Amount due .59 paise). Why should I keep on using the airtel service unnecessarily when I want to move to airtel.
