Commerical calls from unknown numbers

I have been getting these unsolicited calls from 911400330023. I have never registered for any such thing.

My mobile number is also registered with airtel do-not-disturb.

I have searched the net and couldn't find a way to get rid of this menace. Airtel call center told me to log a police complaint.
