Non delivery of kci registeration papers

I bought a golden retriever pup for rs 15000/- from poddar lennels in nov.

the pup was shipped to me at chandigarh and i was told that papers will follow.

after repeated communications and reminders mr bijoy the owner of the kennels keeps on giving excuses and has still not despatched the papers. the kennel is regd one. i have despatch details of the pup and the consignment note also. my comn with the kennel is also recorded.details of kennel owner
