Hair oil not working as promised

I met one hawkers (Umed Jhadi Bhuti vala) on khajiar last month when we visited dalhousie and khajiar. He insisted me buying some ayurvedic oil and promised that they will help in getting the hair. Also he promised me that he will return the money (3500) spent on the bal chander ras if hair doesn't develop within next 15 days. Now since I already spent the money, he is not picking up my phone.
