Shopkeeper selling without the free item

The Cinthol Deodorant of 200 ML which is old currently has an offer of 75ml Cinthol free with it. However the above mentioned accused shpokeeper is selling the Cinthol Deodorant by removing the offer sticker and when enquired he told me that he bought from the market and he dint get the free item. When asked if he can sell me the same and provide a bill mentining no gift was provided he refused to see to me. He started giving various reasons and he is still selling the Cinthol Deodornat to customers who doesnt notice teh sticket he has removed.
Please take necessary action against the accused shopkeeper.
