Cheating in less weighing

I have bought 5 kg of sweets @ 200/kg in 5 packets of 1kg each packets. The weight of 1 packet is about 100gms. the shopkeeper had cheated me in weighing weight of packet alongwith the sweets in every packets of 1 kg each. As such he cheated me about 500gms. and i get a loos of total Rs. 100

when I asked not to include the weight of packets with sweets and weight the sweets after excludinf the weights of the packets. he abuses me and says in india every sweets shopkeeper weights like this system. do whatever you can.

I request you to do some needful so that the trends in less weighing in this system or shopkeer gives the sweets after the exclusion of Packets weight.
