Denial of sewer connection

We function from 1992 and been regular in paying cmwssb water and sewer tax since then. the sewer pipes were recently laid in our area but they refuse us the connection on the ground that our building is not approved. my grievence is that having assessed my building for taxation and received taxes fof the past 20 years, how the board can now say that non approval of my building is dis-entitle me for a new sewer connection kindly help us in this regard
