Purchasing by atm card

My atm of syndicate bank was lost in GOLDEN TEMPLE, on 10-11-10 at 8.30 pm .25000 rs purchasing done by that thief without my pin no and with my duplicate signature. i want to complain of that shops from where he had done purchasing.the shop machine numbers are 502540048, 503060064, 505514651, 506548239, 506520484, 506520573, 507000014. I want to know how this could happen without my signature matching? i want explanation from these shops.please do some effective steps.
