Debit card not functioning

Sir,

my debit card no- 5048840939100000170 issue date- 08 is always showing " your debit card is blocked " when it is used for cash transaction in the atm machine of PNB as well as other responsured banks. i had met the branch manager of PNB- hinoo branch, indira place, ranchi from where the said debit card was issued against my SF A/c no- 0939010100006676. but no response. the zonal office of PNB ranchi did respond but with plee that the surveyer is down which factually is incorrect because several other debit card holder are smoothly using their debit card facility. i have never issued any direction for blocking of my debit card which is displayed when i insert my debit card. this is causing not only harrassment but has also belittled me on or two occasion during course of my shopping. please do the needful immediately and intimate feeling which i shall be constraibned to take up leagal steps. if necessary please issue another debit card immediately without any charges.
