Charging of more than double fare for min distance travel

Auto drivers are demanding double the fare for minumum km travel.specially in the following routes:

1.general bazar - to p.g road

2.begumpet old airport road-p.g.road

the minimum amount to be paid according to the meter is rs.12, whereas the auto drivers demand rs.30., which is more than double.we travel daily on this route so it becomes really difficult to commute as well as it becomes heavy on our pockets too.please look into this matter as soon as possible.
