Consolidated Charges - Amount Deducted Every Month From My Account

I would like to bring to notice of 'Axis Bank' management that every month an amount is deducted from my account in the name of 'Consolidated Charges'. When i spoke to the phone banking officer about this, he said me that above 5 transactions in any bank in a month will deduct this amount. But as per RBI Rules, Above 5 transactions in a particular bank will deduct an amount of Rs.20/-. If this is the case then 'Axis Bank' should have ATM's every 2 Kms. We hardly find Axis Bank ATM's in Bangalore. Please put a light to this issue. You can mail me your reply to my mail id. muzammil.m36@gmail.com
