Excessive delay in sending ATM card even after 25 days

I wanted to open an savings account in Garia branch. Mr. Subhankar came to my address. But after clearence of cheque of Rs.5200 from my account on 12.10.2010 no ATM card came to me though it was promised to be done with in 7 days. I have 3 accounts in your bank for last 10 years.no reply came from Mr. Subhonkar though I called several times.
