Non disbursement of agreed amount

I have a sanction letter from Axis Bank for Rs 44, 80, 000, and till date the bank has disbursed Rs 42, 80, 000 all delayed by minimum 1 month.

Now I have sent them a demand letter for the balance amount to cover registration, the bank claims that they have given me the full amount as per their "technical report" and cannot disburse any more money.

They have at no time mentioned the amount that has been sanctioned as per their report, and also they have asked me if they can freeze the balance amount over and above the 80% of property value towards interiors which I have confirmed.

What can be done regarding this issue?
