Amount Charged Without Any Purchase Made

I was charged For a movie ticket Purchased thru my credit card which i actually never did. on talking to the bank people they said they will verify the matter with the merchent (movie hall) and then only they will call us back. but by the time the procedure is on you need to make the payment. why is that so?
