Improper broadband bills

I took the bsnl broadband connection 2 years ago under home combo 750 plan, but after 7-8 months the bill is around 1100 rupees, the bills continued to be improper till the last month and the authorities are not taking any actions . please take proper actions and refund me the excess amount of the paid bills. my phone no is 0532-2659752 and the user id for broadband is rv5322659752.
