Non receipt of electricity bill

Sir, iam a consumer of Bihar Srate Electricity board Bhagalpur, Division/Sub Divn Tilkamanjhi .my consumer id is 1645/28A/DS/28270/1/A.my electricity bill is hardly delivered to me, as a result i have to go to Bsel board's tilkamanjhi office to get bill and deposit in a long standing queue.this is very inconvenient and department hardly takes any action in solving my problem of non receipt of bill. i now want to deposit bill online through sbi net banking.how can this be done?
