Asking for endorsement charge

Dear Sir,

I got mail from reserve bank on behalf of Mr. Gautam Khurana, Foreign Remittance Department

Reserve Bank OF India.

They are asking me to pay endorse ment charge of amount 45, 000/- to transfer the fund to my account at HDFC bank. fund amount is also huge I cant belive. Fund amount is 17, 135, 113.15 INR.

Plesae let me know Is this true? and Should I pay 45000/-?
