Harassment and cheating

I had a sbi credit card and no matter how much i used to pay the amount was just going up... so i asked these people for a settlement. They said the total amount due is 40, 000 so if i pay them 37, 000 they will close my account i said ok... in dec 06. So i asked these people to come and collect the check.they took the check took my credit card and said we will send you the settlement papers in 7 working days. Till date i haven't received any settlement papers, i get a monthly statement and my balance due is going up again. If i call the customer care they are no good they are rude and not at all helpful. They say we don't have any information on the settlement. But every month they call and ask for the monthly payment ad promise to mail me the settlement papers. If this is not cheating what do i call this...
