Bank asked to repay loan EMI without giving loan

I am a genuine SBI credit card customer since three years. In june I got a call from SBI saying that they are offering personnel loan for 12% interest and no processing fees. I said okay to send it. After that absolutely no communication from Bank regarding loan but in my August bill they charged processing fee, EMI for the loan, govt charges etc.

I cleared all my bills in the month of July and I didnt made any transaction after that but my august bill says Rs7000/- due. I wrote to feedback.ge@sbi. I got good response them. They promised me to waive off all these transactions. But it is not resolved. Still I am getting this as due in my bills. My recent bill for the month of October says 1- due. Beware!
