Abnormal billing

For last 3 months bsnl is charging abnormal cost in my postpaid mobile connection. My mob no is 919433016876.Its under 249 magic teen plan. They are charging 400rs to 600 rs per month extra amount for a unknown service named "MT sms", when no such sms they re delivering me nt i'm. After the 1st bill i made an complaint at the local exchange through application bt the bnormal bill didnt stop. Suffering 4months with a loss of 1550rs in total i recently stop my connction.now i want t get back my money. Plz help me.
