Illegal interest and statement charges

I Jagannath Ghagare, SBI card holder. it has been agreed that Rs. 499 as yearly charges for credit card. but the bank has charged me Rs. 287.89 extra as interest and statement charges and even i haven't use the card yet... hence i want to surrender the card immediately.
