Cutting the talk value without subscription of any services

Yesterday (30/07) i got suddenly a thank you message from bsnl (554471040) for subscribing (MIMOBITV) all channels/week Rs 40/week and my my 40 Rs deducted from my talk value for which i hav'nt subscribe. i do'nt understand what type of activities running against the customer and we are suffering everyday. we dont have any proper platform to complaint and get the remedies from these problems. i want my money to be returned back because i never subscribe any type of such facilities. even i always ignored such facilities provided by bsnl because their customer care number and services almost dead and ultimately no value for customers.
