Amount debited from main balance

I have never subscribe for jokes on my mobile but its coming daily since last month and amount was deducted from my main balance.when i tried to call customer care of bsnl they pick the call after a long delay and while taking they say that they have a technical problem. But now they are not even attending the call...

They keep on hold for a long time and than the call disconnects.kindly help me.
