Unwanted services consuming money

Hi Sir,
Recently I have been charged a sum of rupees 3*10=30 for using vastu service. But I haven't activated any service and while raising complaint to BSNL office for denial of the specified service, they are deactivating it and after one week they are starting to charge the same 10 Rs for every 3 days. This is happening for my mobile no: 9486091897. Please let me know the approach to resolve the issue and to get the money refunded to my mobile by mobile to above provided mobile number or else via email to ggigk@hotmail.com
