Cancelled loan before disbursement, Dealing is not good

Sir I have written this letter to DHFL Jalandhar. After reading this letter they start threatening me that we will sanction this loan today and we will not refund any amount. and on very next day tey had withdraw my check o f Rs 11209. Now i want my money back. so kindly suggest me

Sir,

With due respect it is humbly submitted that, i had applied for Loan of plot-cum-construction in your company. My loan got sanctioned with loan Application No 00790144 and amount 1497685/. I have completed every formalities related to documentary work. But on 17/07. I had called Mr. Sumit Sharma, employee of an organization regarding the amount your company would be paying me for plot purchase. I said to employee that I am going to register my plot as per the govt. rate. So after saying this that employee said it is better to cancel the loan. We can not give you loan. So kindly cancel my loan and return my document as earlier as possible without delay.
