Unfair Toll tax recovery

There is 4 lane national highway no. 3 passing through Indore.

Without making it a 6 lane highway, an unfair recovery of toll tax is authorized on the highway by central government. And when asked government says we will make it in an year or so. Now the question that I have is how can government ask for Toll tax of Rs.55 single side without providing the facility??

Is it even legal??

If no, there where should common people go and register complaint against such unfair toll tax authorities and bring culprits in front of everyone??
