Cess notice on 2nd hand Car!!!

I have received letter from Nevi mumbai muncipal corporation for paying Cess tax on my 2nd hand car (santro xing). Car purchased from new mumbai from 2nd hand car dealer. Car original registration belongs to Mumbai (ie. MH02). The 2nd hand car transfered (registered) in my name in Jan & original Mumbai registred dtd Jan.

Please let me know who is the responsible for paying Cess tax?

1) Whether by mistake NMMC given the notice?

2) Orginal Car owner from Mumbai?

3) Car dealer?

4) 2nd hand car owener

In additional to above self visited cess office with notice, the letter issued officer himself struggle to give the answers on my obove questions.

It is an really harrassment from NMMC.

Please clarify on above.
