Ecs not cleared from my new account

Dear sir/ madam

as i had taken personal loan from citibank in 30-06 and my loan account no-prw-bss-1494767 and i was paying promptly thought ecs from vijaya bank and i had changed my bank to a hdfc, so i had given different cheques for the clearence of emi of the hdfc bank in sep 2009 . till now it is not clearing from my new account, the executive had taken the cheques and ran away, so what i should do
