Fraud by citi bank in my credit cards

Hi my name is jyotiram shedge from mumbai i am holding citi bank credit card since june vide card no 5520939041870006 .In the month of february they have charged me Rs 38000 of transaction on a single reference number. So i had launched the complaint in citi bank they advice me to go for the new credit card.inspite of inquiring on the compalint they have reveresed the transaction but after 2 month again they have charged that transaction in my april statement. In the month of march so i have paid the bill for the month of april and stop paying the bill. So please advice me what to do
