Home loan Charges

I had applied for home loan with Citibank amt 23 lacs. I got approval & disbursal also. Actually it was Home loan takeover lap. So citibank first need to pay my loan of 10 lacs. After receive of papers they would have paid me remaining 13 lacs rs. BUt due to citi bank unprofessional behavior My existing Bank IDBI didn't sign his papers I didn't get my loan. But they even didn't refund my Processing fee which they promised that if i didn't get loan i'll get refunded. My processing fee is around 6300.00
