Personal loan Percentage variation

Hello Sir/Madam,

Personal loan was approved from Citi Financial and during the discussions over phone, person name is Prawalika from himyatnagar branch has told that percentage would be flat 10 - 13%, I had accepted for that offer and it was transfered to very nearest place of my residence i.e Kukatpally branch, there also it was told that will be offering 13% flat but on the paper it was 16% flat which was huge compare to other banks or financial institutions. I have no option to take that loan as it was signed and cheque was on table, so please request to take proper actions against them to misleed other customers.
