Non Allotment of shares

I had applied for 400 shares of Coal India Ltd through Karvy Comtrade Ltd. Nagpur. As per allotment pattern I should have been alloted 199 shares but I have not been alloted a single share for no fault of mine. I have sent many mails to the Registrar Linkintime but they have not bothered to even acknowledge the mail. There is no courtesy with this registrar. I have incurred a loss of over Rs. 20, 000 because of non allotment of shares and also the money was refunded after a month. I had to pay interest on the money borrowed by me and I am deprived of my legitimate right of profit on allotment of shares. You are requested to please help me in getting the allotment of shares and loss of interest for one month for delayed refund of money.
