Issue of Credit Card

I recently had applied for a credit card for Citibank. They advised that due to the feedback from CIBIL, they can't issue any credit card to me. Now I fail to understand that I do not have any outstanding amount to be paid to any bank as per my knowledge. I contacted Citibank and they send the the control number but even with that CIBIL cant help me. I fail to underdstand what is the exact issue and don't exactly know when can I get this sorted out.

I applied for a housing loan and that got approved worth 35 lacs. I fail to know if the housing loan can be approved then why can't the credit card be, since CIBIL plays a role in determining the credit rating of an individual.
