Credit card settlement

Dear sir, i have credit cards from two banks in uae. Mashreq and Rak bank, when i left in 2010 feb my dues were around 3500AED in both cards.for rak bank i had asked for credit shield, though it was not activated when i left. Now both the bank people are calling me, and asking more than double the amount. What should i offer them, how should i negotiate with them, how should i pay them. please guide.
