Not returning the cheque

Dear Sir,

I had taken a home loan from DCB Ltd. Kolkata with Agmt Date.29/09, Agreement No. 07952700002301, amount 785000.00 for tenure of 15 years. But I cleared my payment by 24th November. Within 15 days of closure I got back all the papers and documents from the bank except one cheque leaf that was given as a security cheque by me at the time of loan agreement. This cheque does not carry any amount nor any date on it. Only payble to DCBL HL A/C, My signature, Made a/c payee and the no. is 950544. As I have cleared all the dues and got clearance certificate from the bank, have all the right to get back this security cheque (unused) from the bank. But the bank authority are not willing to give it back to me. The Bank authority tell that they are not able to trace this cheque. It seems they have lost it somewhere over the last five year time period. But How it can be accepted? Now the customer care of the said bank also stopped talking about the matter.

I would like to request you to take necessary action and help me to reach higher authority.
