Refund of processing fee as loan rejected

Hi, I had applied for land loan to DHFL 2 month back. I had giving Rs 5500/- as initial amount as processing fee to DHFL. But because of some issue in my CIBIL reprot DHFL has rejected the loan. Later I asked to refund the processing fee as the loan is not processed. DHFL says there would not be refund of money. my question is if loan is not processed then why they are taking this much amount? As per my knowledge they should charge the amount required to get my CIBIL report and background check. Is there any way to get the balance amount back. Thanks
