Fraudulent Credit Card transaction

Got a call from 911130974700 claiming to be Dining Plus India and asked for my Credit card expiry date, name on card, address and finally asked for One Time Password to offer a card with 25% off on every purchases across world.
Though i was convinced, when the person from the other end asked me for One Time password, i realized and declined the offer. but what if the victims share the OTP without any awareness and whos gonna take action against such culprits?
My question is the person called clearly says theres not service charge or hidden charges, then why they Re asking for OTP.it sounds weird. Be Cautious!!!
